I am looking for provide the file or document as a bot response in the teams channel and user also should be able to download the documents that bot will share.

You want the bot to be able to send a file as response in a particular conversation, and allow users to be able to download the file.

Could you confirm if you use botkit. If so, then you can implement the usecase.

First of all we are looking without botkit and then we will switch to botkit solution.
